2002年12月4日,美国国防部官员表示,五角大楼正准备大规模征召预备役人员,计划首批征召一万人。同月13日,美国防部下令2.7万名预备役人员作好转入现役的准备,以接替“9·11”事件后动员的预备役部队所承担的任务,参加反恐战争。事实上,美国自1973年实行全志愿兵役制以来,一直重视预备役部队的建设,强调依靠迅速动员并转入现役的预备役部队确保重大军事行动和战争的胜利。经过多年建设,美军预备役部队已成为一支编组合理、装备先进、训练水平较高、战备程度较强的武装力量,可称作是美军正规现役部队的超级替补。
On December 4, 2002, U.S. Department of Defense officials said that the Pentagon is preparing for the large-scale recruitment of reserve personnel and plans for the first batch of 10,000 recruits. On the same month, on the 13th of the same month, the U.S. Defense Department ordered 27,000 reservists to be ready for active duty in order to take over the task assumed by the reserve forces mobilized after the Sept. 11 attacks and participate in the war on terror. In fact, since the all-volunteer military service was introduced in 1973, the United States has always attached importance to the construction of reserve forces, emphasizing the victory of major military operations and wars by relying on reserve forces rapidly mobilized and transferred to active service. After many years of construction, the U.S. reserve forces have become an armed force with reasonable organization, advanced equipment, and a higher level of training and stronger combat readiness. This can be described as the super-replacement of the regular armed forces of the United States Army.
