2003年12月27～28日中国田径协会场地器材委员会会议在京召开。中国田径运动管理中心副主任罗超毅、王大卫,中国田径运动管理中心经营开发部部长陈雷,国家体育总局基建标准处副处长吕铁杭和国家体育总局设施建设和标准办公室副主任彭立业等有关领导出席了本次会议。中国田径协会田径场地合成面层检测实验室主任陈建定教授,还有多威体育用品有限公司总经理唐明生,凰顺实业总经理周金鹏、保定长城合成橡胶有限公司总经理王宪文、保定超达体育设施有限公司总经理李铁山,宁波海尔斯鞋业有限公司总经理王巨冲等企业会员代表也在讨论会上踊跃发言,提出了许多建议和措施。
