中共中央在“十一五”期间提出了一项重大的战略措施——建设社会主义新农村。要想真正做到建设社会主义新农村,首先要做的就是加强农村公路的建设。除此之外,加强农村公路的建设也是交通部门落实关于全面建设小康社会的实质性措施,更是解决农民“三农问题”的根本。所以党和政府要高度重视农村公路建设中存在的问题,把各部门的职责落实下来,稳抓质量,严把质量关。所以主要介绍了农村公路中存在的质量监督问题,以及针对监督不当提出的一系列解决的措施。
During the Eleventh Five-Year Plan, the CPC Central Committee put forward a major strategic measure - building a new socialist countryside. In order to truly build a new socialist countryside, the first thing to do is to strengthen the construction of rural roads. In addition, strengthening the construction of rural roads is also a substantive measure for the transport sector to implement the comprehensive construction of a well-to-do society. It is also the fundamental solution to peasants’ problems concerning agriculture, farmer and rural areas. Therefore, the party and the government should attach great importance to the problems existing in the construction of rural roads, fulfill the duties of various departments, keep a firm grasp of quality and strict quality control. Therefore, it mainly introduces the problems of quality supervision in rural roads and a series of solutions to the problems of improper supervision.
