为了抑止房价,政府已经抛出了多块政策金牌。不过,针对房地产行业的调控政策一直没有显现立竿见影的效果,坚挺的房价可能让那些持币待购的人望眼欲穿。5月11日,就在中国高层会议频频发出调控房价的信号之后, 建设部、财政部、国土资源部、人民银行、税务总局等七部门联合出台《关于做好稳定住房价格工作意见的通知》,再次发出调控房地产市场的政策信号。“保证中小套型住房供应”、“打击炒地”、“持有两年以上”、“期房禁止转让”,成为其中的关键词。这是中国政府今年第二次出台政策抑制房地产价格上涨。此前,中国人民银行推出了更严格的房贷政策旨在抑制房地产投机, 但却受到了社会的广泛质疑。因为真正需要住房按揭贷款的很多是中低收入家庭,房贷新政实际上变成打击中低收入家庭购置房产的政策。从这个意义上说,5月11日的政策实际上是对前次政策的纠偏。
