《刑法修正案(八)》(以下简称《修正案(八)》)实施后,重刑犯监狱开始关押被限制减刑的死刑缓期执行罪犯,这类罪犯在监狱服刑一般不少于二十七年,普通的死刑缓期执行罪犯在监狱的服刑时间也延长许多,一般服刑不少于十七年,罪犯服刑时间长,减刑空间减少,监狱的监管压力骤增。文章根据现行法规,对死刑缓期执行罪犯的减刑政策进行了研究探讨,为其减刑的具体做法提出参考性建议。
