国家海洋局近日印发《海岸线保护与利用管理办法》。作为我国出台的首个海岸线法规,办法明确将自然岸线纳入海洋生态红线管控。到2020年,全国自然岸线保有率不低于35鬈。海岸线是海洋与陆地的分界线,自然岸线指由海陆相互作用形成的海岸线。办法明确当前我国海岸线保护与利用管理的主要任务,在管理体制上强化了海岸线保护与利用的统筹协调,在管理方式上确立了以自然岸线保有率目标为核心的倒逼机制,在管理手段上引入了海洋督察和区域限批措施。
