当前,知识和人才成为国际竞争的主要决定力量。各个国家逐渐认识到,从某种角度而言,创造、提升使用高端人才的效率,比拥有众多中低端人才更为重要。由于高度稀缺,高端人才具有强烈竞争性、全球范围配置的动态性和点状优质空间的高度集聚性三大特征。在这些特征的影响下,高端人才集聚会呈现出强烈的马太效应现象。因此,各个国家着眼强化竞争优势,进行人才战略的前瞻布局和科学选择,这加剧了全球人才竞争的白热化,高端人才向特定国家集聚的倾向会愈加明显。
At present, knowledge and talent have become the main force of international competition. All countries have come to realize that in some ways, it is more important to create and upgrade the efficiency of using high-end talent than to have many middle and low-end talent. Due to a high degree of scarcity, there are three major characteristics of highly competitive high-end professionals, the dynamic nature of global deployment and the high degree of concentration of point-like premium spaces. Under the influence of these characteristics, the gathering of high-end talents presents a strong Matthew effect phenomenon. Therefore, all countries should focus on strengthening their competitive advantages, make forward-looking layout of talent strategies and make scientific choices, which aggravates the intense global competition for talents and tends to increase the concentration of high-level professionals on specific countries.
