当前我国的行政审批制度改革还处于“初级阶段” ,大多是应急性的、浅层次的减量型改革 ,存在着片面追求数量指标、监管工作跟不上、改革不配套等问题。加入WTO ,我国的行政审批制度面临着更为严峻的挑战 ,这就要求我们进一步深化行政审批制度改革 ,转变行政管理观念 ,引入市场机制 ,建立符合国际惯例的行政分类审批制度。 At present, the reform of administrative examination and approval system in our country is still in the “primary stage”, and most of them are acute and shallow reduction-type reforms. There are some problems such as the one-sided pursuit of quantitative indicators, the lack of regulatory compliance, and the incomplete reform. With the accession to the WTO, China’s administrative examination and approval system is facing more severe challenges, which requires us to further deepen the reform of the administrative examination and approval system, change the concept of administrative management, introduce market mechanisms and establish an administrative classification examination and approval system in line with international practice.
