生态环境是人类生存发展的基础,保护和建设好甘孜州的生态环境,是实现甘孜州社会可持续发展的前提和关键。甘孜州生态立法紧紧围绕“不抵触、可操作、有特色”的指导方针,积极探索适合当地的生态立法原则。文章从可持续发展原则、不得恶化原则、公众参与原则、衡平与合作原则及立法统一性和特殊性相结合的原则对甘孜州生态立法进行分析,尝试从理论上为推进甘孜州生态保护提供法律上的支持。
Ecological environment is the basis for the survival and development of mankind. To protect and build the ecological environment of Ganzi Prefecture is the premise and key to realize the sustainable development of the society in Ganzi. Ganzi Prefecture ecological legislation closely around the “non-conflict, operable, distinctive” guidelines, and actively explore the local eco-legislative principles. The article analyzes the ecological legislation of Ganzi from the principle of sustainable development, the principle of not deteriorating, the principle of public participation, the principle of equity and cooperation and the principle of unity and particularity of legislation, and tries to theoretically provide law for promoting the ecological protection of Ganzi Prefecture On the support.
