报业集团产权制度的改革和创新一直是我国理论界和报业内部长期探讨的话题。现有报业集团产权制度的核心是单一的国有产权制度体系。面对新经济时代日益激励的竞争环境,如何重塑一个产权关系明晰、法人治理结构健全的市场竞争主体是当前报业集团制度创新的关键。报业集团是报业发展的必然产物,报业集团的出现标志着我国报业一个崭新发展阶段的来临。但是,我国的报业集团多数是以行政力量推进的,即以党报为核心,吸纳数家报社而成立的报业集团。其产权制度仍是单一的国有产权制度体系。因而,在报业集团化运营实践中也出现了“大而不强、集而不团”的尴尬:集团对市场资源的优化配置、国有资产的保值增值、产品结构调整等重大问题的调控能力不强;同质化竞争现象仍然严重;集团虚壳化特征明显,有些集团甚至仅能靠一、两家子报来养活, 规模优势并没有显现;集团内产品结构、资源配置不合理的现象也时有发生。
The reform and innovation of the property right system of the Press Group has always been the topic of long-term discussion within the theoretical circles and newspapers in our country. The core of the existing newspaper group’s property rights system is a single system of state-owned property rights. In the face of the increasingly competitive competitive environment in the new economic era, how to reshape a market competition entity with a clear property right relationship and a sound corporate governance structure is the key to the innovation of the current press group system. The newspaper group is the inevitable product of the development of the newspaper industry. The appearance of the newspaper group marks the advent of a new stage of development of the newspaper industry in our country. However, most of China’s press groups are pushing forward with administrative forces, that is, newspaper groups set up with the newspaper as the core to attract several newspapers. Its property system is still a single system of state-owned property rights. As a result, the embarrassment of “big but not strong, but not regrouping” has also emerged in the newspaper group operations: the ability of the Group to regulate and control major issues such as the optimal allocation of market resources, the preservation and appreciation of state-owned assets and the adjustment of product structure The phenomenon of homogeneity is still serious; the characteristics of the group are obviously dehuled; some groups can only feed on one or two sub-newspapers and the scale advantage does not show up; and the product structure and unreasonable allocation of resources within the group Occasionally happen.
