有限政府主要是指政府在某些领域应当让位于市场,让位于社会,让位于公民个人,即市场、社会和个人能够解决好的问题,政府不要包办代替。我国在2003年出台的《行政许可法》以及后来的地方性法规和规章中都对此作出了明确规定。事实上全能政府在理论上就是一个不能成立的命题,因为人们需要个性化的生活,政府对人民的私密空间原本就不应当涉足。倘若认为政府职能无限,则有悖于法国近代思想家卢梭提出的“主权在民”的民主政治理
