本课题组以珠三角地区为调研地,通过访谈职工保障互助会、各代办点一线工作人员,并向群众派发问卷取得大量数据后,进一步分析整理数据样本,剖析职工医疗互助的运营现状,探讨引入公益信托解决职工医疗互助困境的可行性,为解决职工医疗互助困境提出订立行政协议、保守科学选择信托项目、严格监管资金利润流向、完善公益信托制度的监管模式、完善税收政策等对策。
