1 新乡市缺水形势严峻发展节水灌溉迫在眉睫新乡市多年水资源可供总量为27亿m~3,而需水量为34亿m~3,缺水7亿m~3,缺水率21%。该市每年农业灌溉用水量约22亿m~3,占全市总用量的75%以上,农业作为用水大户,一方面缺水,另一方面又浪费严重。采取粗放的土渠输水、大水漫灌的传统浇灌方式,造成无效渗漏多,水资源的利用系数仅为0.3~0.4,即每年供给的22亿m~3的农业灌溉
