地方立法作为我国社会主义法治体系的重要组成部分,对于推动地方经济社会事业的全面协调可持续发展、维护地方政治安定和社会稳定、促进地方法治建设具有不可替代的重要作用。近年来,成都地方立法及法规体系建设取得了明显成效,初步实现了有法可依,为保证宪法和法律在成都有效实施奠定了坚实的基础。但从总体上来看,还存在一定的问题。在全面推进依法治国的时代背景下,应进一步强化地方立法在法治成都建设中的重大作用,为全面深化改革主动发挥引领推动作用。
As an important part of the socialist legal system of our country, local legislation plays an irreplaceable and important role in promoting the comprehensive, coordinated and sustainable development of local economic and social undertakings, maintaining local political stability and social stability, and promoting the local rule of law. In recent years, the local legislative and regulatory system in Chengdu has achieved remarkable results. The law has been initially implemented and laid a solid foundation for the effective implementation of the Constitution and the law in Chengdu. But on the whole, there are still some problems. Under the background of pushing forward the rule of law in an all-round way, we should further strengthen the important role of local legislation in the construction of law-based government in Chengdu and take the lead and promotion role in deepening the reform in an all-round way.
