The contents of the “Regulations” basically embody the principle of “balance and reciprocity”. First of all, on the legislative purpose, the “Regulations” clearly point out the principle goal of “standardizing property management activities, safeguarding the legitimate rights and interests of owners and property management enterprises, and improving the living and working environment of the people”. Secondly, on the setting of rights and obligations , “Regulations” in Article VI and Article VII, respectively, provides for the owners to enjoy the six rights and the six obligations, in Chapter IV “Property Management Services” in detail the rules
