北京市自2002年推行财政绩效评价工作以来,不断深化预算绩效改革,完善公共财政管理体系,在推动政府部门职能转变的同时,优化了社会资源配置和支出结构,提高了财政资金的使用效率。十余年来,以“绩效评价”为核心的预算绩效管理改革在北京落地开花,市级部门累计评价项目两千余个、资金达五千亿元,2015年除临时机构和涉密单位以外,全市市级部门实现了全过程预算绩效管理的全覆盖;2016年全市实现预算绩效的闭环管理,2017年全市实现重点支出项目
Since the implementation of the financial performance evaluation in 2002, Beijing has continuously deepened its budget performance reform and perfected its public financial management system. While promoting the transformation of government departments, Beijing has optimized its social resource allocation and expenditure structure and improved the efficiency of the use of fiscal funds. Over the past decade or so, the reform of budget performance management centered on “performance evaluation ” has begun to take shape in Beijing. The municipal department has evaluated over 2,000 projects with a total capital of 500 billion yuan. In addition to the Provisional Institutions Units outside the city, the city’s municipal departments to achieve full coverage of the entire process of budget performance management; in 2016 the city to achieve closed-loop budget performance management, the city in 2017 to achieve key expenditures
