我国房地产业经过30多年的发展,取得了可喜的成就。但是整个行业无论市场发展程度还是业内企业的经营管理都还相当落后。2003年6月,人民银行发布了《关于进一步加强房地产信贷业务管理的通知》(121号文件),2005年和2006年,银监会分别发布了《加强信托投资公司部分业务风险提示的通知》(212号文件)和《关于进一步加强房地产信贷管理的通知》(54号文件),这三个文件都要求加强对房地产信贷的管理,提高对借款人的要求,限制房地产贷款的发放。由于我国房地产行业过分依赖银行贷款,上述三个文件的颁布与执行,使得房地产行业必然面临资金不足的危险。信贷政策的紧缩,客观上需
After more than 30 years of development, China’s real estate industry has made gratifying achievements. However, the entire industry, regardless of the degree of market development or the management of the industry’s enterprises are still quite backward. In June 2003, the PBC released the Notice on Further Strengthening the Administration of Real Estate Credit Business (Document No. 121). In 2005 and 2006, the CBRC respectively issued the “Notice on Strengthening the Risk Warning of Certain Business of Trust and Investment Companies” (212 ) And the Circular on Further Strengthening the Management of Real Estate Credit (Document 54), all of which require the management of real estate credit to be strengthened, the demand for borrowers raised, and the distribution of real estate loans restricted.
