国以贤兴,政以才治。选什么人,用什么人,事关党的事业的兴衰成败和国家的前途命运。历史经验证明,能不能选准人、用好人,关键在于能否正确地考核干部的政绩,以实实在在、群众公认的政绩选人用人。为政之道,首在用人;立政之道,察吏为先。以正确的干部政绩来选准人、用好人,才能为全面建设小康社会提供坚强的组织保证。如何考核干部政绩,对领导干部树立什么样的政绩观,追求什么样的政绩,客观上起着一个引导的作用。因此,必须建立科学的干部政绩考核体系,改进和完善考核方法。在实践中,笔者认为,应坚持做到“五看、五结合、五区分”来考核干部的政绩。“五看”:一是既看经济增长这个核心指标,又要看反映经济发展质量和结构的其他指标;二是既看经济综合指标,又要看全面反映经济、社会和人的全面发展情况;三是既看反映经
