中小学教师培训是推动教师专业发展的有效途径。在经过多轮大规模培训之后,中小学教师培训逐步从追求数量转向注重质量。评估作为教育质量保障的有机组成部分,在推进教育管办评分离的进程中,引入第三方是促进中小学教师培训项目质量提升的必然选择。第三方可以通过评估中小学教师专业发展水平、培训项目可行性和培训项目达成度对培训质量逐层把关,与教育行政部门、培训机构建立起协同创新的质量保障机制。
Primary and secondary school teacher training is to promote the professional development of teachers an effective way. After many rounds of large-scale training, primary and secondary school teacher training gradually shift from the pursuit of quantity to focus on quality. As an integral part of education quality assurance, the introduction of a third party in the process of promoting the separation of education management and evaluation is an inevitable choice to promote the quality of primary and secondary school teacher training programs. The third party can establish a quality guarantee mechanism of collaborative innovation with the educational administrative departments and training institutions by assessing the professional development level of primary and secondary school teachers, the feasibility of training projects and the degree of achievement of training projects.
