今年两会期间,政法机关经费划拨中 央垂直管理问题成为代表、委员们讨论非 常热烈的话题。实际上,全国上下有此呼 声的部门又何止政法机关?自90年代以 来,先后有税务、工商、质监等多个部门实 行了全国或省以下垂直管理,其初衷无非 是通过保持人事、财务的独立来摆脱地方 保护主义的困扰。但是,垂直管理真就是 一剂灵丹妙药吗?我看也未必。 长期以来,我国大部分执法部门是 实行地方政府和上级部门双重领导的, 人、财、物属于地方,业务指导则属上级。 通过将人、财、物划归上级部门,来摆脱 地方政府的强力干预,对治理地方保护 主义有一定效果,但由此带来的负作用
