目的分析、评估某疾病预防控制中心开展食品安全风险监测的检验能力及其影响因素。方法利用2011—2014年新疆维吾尔自治区卫生系统食品安全风险监测方案,比对、分析某疾病预防控制中心上报的全国或自治区相关报表以及该中心各年度食品安全风险监测检测报告所列项目。结果某疾病预防控制中心食品安全风险监测检验能力2011年为32.5%、2012年为60.6%、2013年为80.0%、2014年为50.0%,国家常规监测能力为34.2%、国家专项监测能力为77.8%、地方特色食品风险监测能力为59.5%,食源性致病菌项目检验能力为97.4%、化学污染物项目检验能力为35.9%。结论某疾病预防控制中心食品安全风险监测检验能力不均衡,无专门机构和专职人员是主要影响因素,建议优化人力资源配置、争取用好监测资金。
Objective To analyze and evaluate the testing ability and its influencing factors of a CDC on food safety risk monitoring. Methods Based on the food safety risk monitoring plan of the health system in Xinjiang Uygur Autonomous Region from 2011 to 2014, the national or regional related reports submitted by a CDC and the items listed in the annual food safety risk monitoring and testing report of the center were analyzed. Results In a CDC, the risk monitoring and inspection capability for food safety was 32.5% in 2011, 60.6% in 2012, 80.0% in 2013 and 50.0% in 2014, with the national routine monitoring capacity being 34.2% and the national special monitoring capability being 77.8 %, Local specialty food risk monitoring capacity was 59.5%, foodborne pathogenic bacteria project inspection capacity was 97.4%, and chemical pollutant project inspection capacity was 35.9%. Conclusion The CDC risk monitoring and inspection capabilities are not balanced. No specialized agencies and full-time staff are the main influencing factors. It is suggested to optimize the allocation of human resources so as to make good use of monitoring funds.
