2012年12月,陕西省榆林市委、市政府制定出台了《关于进一步加强人才队伍的意见》,为了确保各项工作任务落到实处,榆林市又制定了《人才工作考核办法》,把人才工作纳入市年度目标责任考核体系,开展了人才工作专项考核。人才工作专项考核在市委人才工作领导小组的统一领导下进行,实行百分制考核,包括平时考核和年终考核。平时考核由市委组织部负责,占30%的分值比例;年终考核由市委组织部、市委人才办和市考核办委托年度目标任务考核的各考核小组负责,占70%的分值比例。
