“还本付息”电价体系对我国水电事业的发展有着不可磨灭的历史作用。它从根本上解决了用电难的问题;但随着用电紧张局面的基本缓解,电力消费者效用的矛盾开始突出,用电侧“优价”的要求越来越高。为此,国家开始着手对原“还本付息”电价体系进行改良、修正。尽管在以社会平均成本定价体系中,依旧没有摆脱以成本定价的原则,但将成本定价下的各测量值做了具体的规定和修正,延长了还贷时间,且明确的资本回报将电价空间拉长。这项政策的出台,可以在短期内明显解决用户侧要求的“优”和价的矛盾,有效抑制电价继续上涨。
