近年来,由入园难、入园贵引发的学前教育的办学主体之争从未停止。有人认为,以社会力量为学前教育办学主体的政策可以弥补政府对学前教育投入的不足,应提倡学前教育产业化;更多的人认为,学前教育是基础教育的基础和保障,属于国民素质教育,学前教育的最大受益者是政府,因此,政府应该是学前教育的办学主体。争议还在继续,在我省的广大农村和中小城市,以民间力量为办学主体的学前教育正悄悄成为主体。政府力量介入学前教育,需要厘清的不只是利益关系。
