各市、县(市、区)物价局:近年来,我省一些地方城乡居民自有用房出租经营发展迅速,成为外来务工人员解决居住问题的主要来源,为吸纳当地经济发展所需人力资源提供了条件。但同时也出现了向承租人结算电费行为不规范、滥收电费的现象,承租人对此反映强烈,已引起社会的广泛关注。为维护承租人的合法权益和社会稳定,根据有关法律法规,现就规范出租房电费结算行为通知如下:一、房屋出租人和承租人应遵循“谁用电、谁付费”的原则,合理分担供电企业按总表抄见电量收取的电费。总表与分表之间的线损应按照公开、公平和简便易行的办法合理分摊。具体按以下两种情况确定:
