宁波市初步形成了市、区、镇三级社区教育网络格局,社区教育特色不断凸显,然而,面临着管理体制不顺畅、重复建设、区域发展不均衡、保障不够有力、制度化建设滞后等问题。为了构建宁波市终身教育体系,打造更具宁波特色的社区教育模式,必须优化、整合全市社区教育资源,理顺和规范管理机制和运行机制,发挥宁波社区大学的龙头骨干作用,加强师资队伍建设,探索社区教育服务多元化途径。
