西部地区高速公路类项目处于初级阶段,建设与运营管理所需资金主要依靠中央、省级政府投入,民间资金介入较少且介入深度不足,资金短缺严重。提高项目资本金比例、建立和实施专项转移支付制度、实施“债转股”、剥离优良资产上市、吸引基础设施产业投资基金投入、运行BOT与TOT模式、股权信托融资等多元筹资方式的运用,能有效解决资金“瓶颈”难题,让西部地区高速公路项目运营实现可持续发展。
The expressway projects in the western region are in an initial stage. The capital required for construction and operation management mainly depends on the input from the central and provincial governments, the less intervening private funds, the insufficient involvement and the shortage of funds.
