落后国家致富之路的历史经验说明,从“进口高端产品并出口低端产品”逐步转变为“进口低端产品并出口高端产品”是转变对外经济发展方式的实质。我国现行对外经济发展方式是以“进口高端产品并出口低端产品”为基础的,因此深陷低级对外经济发展方式的六大陷阱:对外国低端产品市场的依赖、低工资国际竞争力陷阱、出口导向型经济陷阱、外国直接投资依赖陷阱、技术依赖陷阱以及对外部资源的严重依赖和本国资源廉价出口的陷阱。目前我国大多数政府官员和相当多的学者对转变对外经济发展方式的理解仍然停留在传统的思维模式之中,这阻碍了党中央关于加快转变对外经济发展方式的战略布局的落实。本文提出,从出口导向型经济发展模式转变到以提高广大人民群众的实际收入水平为核心的内需主导型经济发展模式是胡锦涛总书记提出转变经济发展方式的精髓,并提出了我国未来对外经济发展方式应该遵循的基本原则。针对我们对外经济发展方式的六大陷阱,本文在政策建议上提出了十条具体的突围路径。

This paper proposes that the transformation from an export-oriented economic development model into an internal-based dominant economic development model with the core of raising the actual income level of the broad masses of the people is the essence of General Secretary Hu Jintao’s proposed transformation of the mode of economic development and proposed that China’s future foreign economic development The basic principle that the way should follow. In response to the six pitfalls of our foreign economic development mode, this paper presents ten specific breakthrough paths in the policy proposals.
