反腐倡廉的各种规范可以根据各自的动因结构区分为规则与制度。制度是包含内在激励因素从而可以有效规范相关行为使之符合制度设计之目的的规范,而规则则相反。党风廉政建设责任制与党政领导干部选拔任用制可以分别视为规则与制度。中国特色社会主义反腐倡廉建设需要重视制度设计,评估各种规范内在的动因结构。
The various norms of combating corruption and promoting clean government can be divided into rules and systems according to their respective motivational structures. The system is the norm that contains the intrinsic motivation factors so that the related behaviors can be effectively regulated so as to conform to the system design. The rules are opposite. The responsibility system of building a clean government and selecting and appointing leading cadres of the party and the government can be regarded respectively as rules and systems. The construction of socialism with Chinese characteristics in combating corruption and building a clean government needs to pay attention to the system design and evaluate the inherent motivation structure of various norms.
