Developing foreign language communication skills is the ultimate goal of foreign language teaching. Foreign theory of “communicative competence” is not entirely suitable for our foreign language teaching. The author analyzes the emergence and development of the concept of “communicative competence” and puts forward the concept of communicative competence that suits our foreign language teaching
