前几天,笔者参加一个企业思想政治工作座谈会,不少同志谈到一个共同的话题,就是国有企业骨干人才的流失,影响了企业的发展。那末一个单位,一个部门如何才能使自己需要的人才留得住、干得欢呢?当然,这首先要整个国家的社会稳定,经济发展这个大气候,但是一个单位和部门小气候的改变也是十分重要的,在一定意义上还起着决定性的作用。人们常用凤凰比喻人才,用“筑巢引凤”比喻创造必要的条件留住人才,吸引人才,这一形象的比喻道出了个中真谛。“筑巢”无非指创造学习、工作、生活的物质条件。即所谓环境,还有相对于硬环境的所谓软环境。二者相辅
