在我国,科技立法已在传统立法领域的僻壤下萌发嫩芽,科技与法制同作为我们民族文化的重要组成部分,也正不断地向着其他社会领域渗透和扩散,并形成科技与法制的高度结合,但就全面性、具体性和衔接性而言,与美、日、德、英、法等发达国家的科技法制相比,我国的科技法制还很落后,还不能完全适合科技发展需要。因此,在改革、完善和健全科技体制的过程中,我国还应进一步重视科技立法工作,重视借鉴外国科技立法的优秀经验。
