本文以１９９３年鲁南、鲁西南特大暴雨灾害为例，分析了自然因素和人为因素在暴雨成灾中的作用，并提出了相应的防灾对策。
Taking the heavy rain disaster in Lunan and Luxi south of the country in 1993 as an example, this paper analyzes the role of natural and human factors in storm disaster and puts forward corresponding disaster prevention measures.
