地方政府竞争行为外部性是地方政府制定公共政策、行使公共服务职能以吸引、拥有、控制和转化资源,占领和控制市场的副产品,它是由政治过程产生的,通过改变交易规则或产权从而造成相应的成本和收益转移的现象。地方政府竞争行为是一种政府行为,因此地方政府竞争行为外部性具有政府行为外部性的一般特征。规制过度竞争是转轨时期地方政府工作的重要内容。在目前我国的国情下,规制过度竞争导致地方保护主义和市场分割,产生了许多负的外部性。本文将从我国政府目前的约束条件出发,分析地方政府间过度竞争的外部性。
The externalities of competition of local governments are the by-products of local governments in formulating public policies, exercising public service functions to attract, own, control and convert resources, occupying and controlling the market. It is caused by the political process and is caused by changing trading rules or property rights The corresponding transfer of costs and benefits of the phenomenon. The competitive behavior of local government is a kind of government behavior. Therefore, the externalities of competitive behavior of local government have the general characteristics of the externality of government behavior. Regulating excessive competition is an important part of the work of local governments during the transitional period. Under the current national conditions of our country, over-competition in regulation leads to local protectionism and market segmentation, resulting in many negative externalities. Based on the current constraints of our government, this article analyzes the externality of over-competition among local governments.
