电力危机使加州的经济及民众生活倍受困扰,州政府几个月以来寻求解救危机的努力看来已经破产。加州的部分公众及政府官员认为,电力危机是由于该州1996年通过的一项放松管制政策所致,放松对电力市场的政府管制是一个错误。本文通过对该项放松管制政策法案以及由此产生的加州电力市场运行规则进行分析后指出,加州放松管制政策的直接后果是造成电力供应环节市场力量的不恰当分布以及批发市场的低价管制,并且加大了潜在竞争者在市场准入方面的障碍。
The power crisis has plagued California’s economy and people’s lives. The state’s efforts to find a solution to the crisis for several months appear to have gone bankrupt. Some public and government officials in California believe that the electricity crisis was caused by a deregulation policy passed by the state in 1996. It is a mistake to relax government regulation of the electricity market. Based on an analysis of the deregulation policy act and the resulting California electricity market operating rules, the paper points out that the direct consequence of the California deregulation policy is the improper distribution of market forces in the power supply sector and the low price control in the wholesale market. It also increases the barriers for potential competitors to market access.
