国库集中支付是对从预算分配到资金拨付、使用、银行清算,最后资金到达商品供应商以及劳务提供者账户整个过程的监控制度。随着国库集中支付改革的全面推进,很多预算单位都能以大局为重,积极配合,但在预算编制与执行的过程中仍然存在一些问题,亟待采取有效的解决措施。
Treasury centralized payment is the monitoring system from the budget allocation to the allocation of funds, use, bank liquidation, the final funds to reach the commodity suppliers and service providers account the entire process of monitoring system. With the comprehensive treasury payment reform pushed forward, many budget units are able to focus on the overall situation and cooperate actively. However, there are still some problems in the process of budgeting and implementation, and effective solutions are urgently needed.
