大庆工人以“两论”为武器，不断总结群众生产斗争的经验，坚持把高度的革命精神同严格的科学态度相结合，建立了包括安全生产制度在内的，以岗位责任制为主要内容的一整套比较完善的规章制度。这期本刊发表的有关文章说明，只要认真学习大庆经验，严格执行合理的规章制度，就能充分发挥群众的积极性，工作就主动，生产就大上，安全就有保障。华主席要求我们：“依靠群众，健全合理的规章制度，改进和加强社会主义的经济管理。”我们要坚决执行华主席的指示，在抓纲治国，深揭狠批“四人帮”的斗争中，以大庆为榜样，把各项规章制度包括安全生产制度认真建立和健全起来，加强企业管理，把国民经济搞上去。
