应对突发公共事件是政府的职责,也是公民应担当的道德责任。突发公共事件中公民承担道德责任有利于规避与消解突发事件引发的危机,实现政府、社会与公民的共同利益。突发公共事件中公民道德责任的实现,要在国家层面上推进公民道德责任制度的建设与完善;在社会层面上为公民道德责任的担当培育和发展社会组织;在公民层面上培养公民道德责任意识与能力。
