为进一步推动科技和经济结合,充分发挥财政科技经费的引导作用,激发企业参与科技创新的积极性,加快建立以企业为主体的技术创新体系,财政部、科技部发布了《国家科技计划及专项资金后补助管理规定》(财教[2013]433号,以下简称《规定》),并于2013年11月27日起实施。近日,财政部、科技部有关负责人就《规定》有关问题回答了记者提问。
