荷兰国家教育测量研究院(Centraal Instituut voor Toetsontwikkeling,CITO)作为独立于政府的第三方基础教育质量监测机构,承担着全国的专业化考试评价、教育质量监测和改进等工作。荷兰基础教育质量监测的内容和手段对我国开展基础教育质量监测工作有很多可借鉴之处,如完善小学阶段的毕业考试、加大对国家监测数据的充分利用、建立高效的监测机构、重视学生能力的发展等。
