煤炭企业转制后尚存在人力资源管理观念落后,人力资源结构不合理,激励机制不健全和企业文化建设滞后等问题。现代企业制度下煤炭企业的人力资源开发策略是:树立“以人为本”的管理理念,将人力资源转化为人力资本;建立人力资源规划与培训制度;完善长效激励机制,构建新型的企业文化。
After the transformation of coal enterprises, there are still some problems such as the backward concepts of human resources management, the unreasonable structure of human resources, the imperfect incentive mechanism and the lag of enterprise culture. Under the modern enterprise system, the strategy of human resources development in coal enterprises is to establish a “people-oriented” management philosophy to transform human resources into human capital; to establish a human resource planning and training system; to perfect the long-term incentive mechanism and to establish a new type of corporate culture .
