目前,湖南省的机电排灌站进出水钢管,经过十多年、二十年的运行后,管壁锈蚀穿孔而漏气、漏水现象严重,工程效益急剧下降,灌溉成本成倍增加,群众负担大大加重,成为当今机电排灌设备更新改造中的主要问题。据常德市水利部门统计,全市山丘区电灌站因锈蚀穿孔而漏气、漏水的进出水钢管长达20705m,占全市山丘区电灌站进出水钢管总长的39.9％。桃源县架桥乡马儿湾电灌站进出水钢管锈穿漏水后,灌溉面积由500亩下降到200亩,灌溉成本每亩每小时由1.6元上升到5元,群众反映强烈。在
