张家口市位于河北省西北部,阴山山脉横贯中部,将全市划分为坝上和坝下两个自然地理区域。坝上地区位于蒙古高原的东南侧,海拔高度约为1500m~1600m,为蒙古高原冷空气进入华北平原的主要气流通道,气流在这里提升。根据国家坝上地区百万千瓦级风电基地规划,坝上地区风能储量为1700万kW,可开发量700万kW,占全市风能资源的90%。据测风点测试,10m高度年平均风速为6.3m/s~8m/s,10m高度平均风功率密度210W/m2~480W/m2。同时,张家口地处京津唐地区的电力负荷中心,交通条件优越,风电场所在地大多为山坡或荒地,风电开发前景广阔。
