当前我国正面临着错综复杂的经济形势,国民经济正处于“结构调整阵痛期、增长速度换挡期、前期政策消化期”的“三期叠加”阶段,经济发展进入新常态。但是,动力机制的转换不可能一蹴而就,在国际环境复杂严峻、国内需求总体偏弱、经济下行压力加大的情况下,我们仍不能放弃投资这一稳定经济增长的最有力手段,否则经济可能面临“换挡失速”的风险。保持投资的稳定增长能够稳住经济增速,能够为调结构转方式创造有利条件,促进经济新旧常态的平稳转换。为此,本文指出稳投资是当前保持经济稳定增长和顺利迈向新常态的关键所在,而促进房地产市场平稳健康发展、保持房地产投资的合理增速能够为稳增长提供重要支撑。
At present, our country is facing a complicated economic situation. The national economy is in a phase of “three phases of overdueing” during the “structural adjustment and painstaking period, the growth rate shifting period and the pre-policy digestion period.” The economic development has entered a new normal. However, the conversion of the driving force can not be accomplished overnight. Given the complex and harsh international environment, weak overall domestic demand and the downward pressure on the economy, we can not abandon investment as the most powerful means of stabilizing economic growth otherwise the economy may face “Shift stall ” risk. Maintaining a steady growth of investment can stabilize economic growth, create favorable conditions for structural adjustment and facilitate the smooth transition of the economy’s old and new conditions. To this end, this paper points out that steady investment is the key to maintaining steady economic growth and smoothly moving towards a new normal. At present, promoting a steady and healthy development of the real estate market and maintaining a reasonable growth rate of real estate investment can provide important support for steady growth.
