通过对2010《杭州统计年鉴》有关居民收入数据的解读分析,文章指出,尽管近十年来城乡居民收入呈稳步并加速增长的趋势,但其增长速度明显跟不上GDP的增长,更远远落后于财政收入的增长;与此同时,城乡居民人均收入的差距也呈逐步扩大的趋势。针对城乡居民收入差距的主要构成来源,文章认为,要缩小城乡居民收入差距,必须:(1)切实提高农村转移就业者的工资水平,缩小城乡居民工资性收入差距;(2)更积极地发挥财政调节功能,提高农村居民的转移性收入;(3)挖掘提升农村居民财产性收入的潜力。
Through the interpretation and analysis of residents’ income data in Hangzhou Statistical Yearbook 2010, the article points out that although the income of urban and rural residents has been steadily increasing and accelerating in recent ten years, the growth rate lags far behind the growth of GDP and lags far behind At the same time, the gap between urban and rural residents per capita income also showed a gradual expansion. In view of the main source of income gap between urban and rural residents, the article believes that to narrow the income gap between urban and rural residents, we must: (1) effectively raise the wage level of rural migrant workers and reduce the wage gap between urban and rural residents; (2) Fiscal adjustment function to improve the transfer of rural residents income; (3) to tap the potential to enhance the income of rural residents property.
