党的十八大对国防和军队建设提出了新的更高的要求。加快推进国防经济建设科学发展,应以十八大精神为指导,继续深化重点领域的改革,着力构建适应信息化战争要求和市场经济发展的国防经济制度体系;要推进国防经济结构战略性调整,把技术推动、结构优化作为国防经济建设的根本着力点;要注重维护广大官兵的切身利益,建立具有中国特色的工资福利待遇制度和正常增长机制;要进一步强化资源节约理念,用尽可能少的资源,最大限度地生成保障力和战斗力;要加强战略规划和顶层设计,建立完善的军民融合式发展体制、机制和政策法规。
