随着西部大开发号角的吹响,新疆将成为我国经济发展特别是本世纪经济增长的重要支点。在这一形势下,新疆的各项建设事业蓬勃发展,各种国家、自治区级大型工程项目纷纷上马,这必然涉及到农用地转用和土地征用问题。征地是国家为了公共利益需要,依照法定程序将集体土地转为国有,并给被征地的农民集体和个人合理补偿和妥善安置的法律行为。
With the sounding of the western development horns, Xinjiang will become an important fulcrum for China’s economic development, especially its economic growth this century. Under such circumstances, various construction projects in Xinjiang have been thriving, and large-scale construction projects at various national and autonomous regions have been launched one after another. This inevitably involves the diversion of agricultural land and the issue of land acquisition. Land acquisition is a legal act required by the state for the public interest to turn collective land into state-owned according to legal procedures and to give reasonable compensation and proper resettlement to the collectively-owned and individual peasants whose land is requisitioned.
