核算燃煤发电产业资源耗损及生态破坏成本可为强化燃煤发电产业资源环境监督管理提供数据支持。在构建核算指标体系、确立核算模型的基础上,分别采用实物计量法和价值计量法对2010年内蒙古自治区燃煤发电产业产生的直接资源环境成本展开了核算与评估。结果显示:单位燃煤发电直接资源环境总成本约0.03元/k W·h。工业废气治理成本和水资源消耗成本在总成本中所占比重相对较高,而土地资源占用成本与生态破坏成本所占比重相对较低。
Calculating resource depletion and ecological damage cost in coal-fired power generation industry can provide data support for strengthening resource and environmental supervision and management of coal-fired generation industry. On the basis of establishing the accounting index system and establishing the accounting model, the direct resources and environmental costs incurred by the coal-fired power generation industry in Inner Mongolia Autonomous Region in 2010 were calculated and evaluated by physical measurement and value measurement respectively. The result shows that the total direct resource environment cost per unit of coal-fired power generation is about 0.03 yuan / kWh. Industrial waste gas treatment costs and water consumption costs accounted for a relatively high proportion of the total cost, while the share of land resource occupancy costs and ecological damage costs is relatively low.
