立法中的民意表达是民众在表达意愿的支配下,获取各种立法信息,形成自己的意志,并将自己的意志通过一定的制度化表达路径和表达方式传递给立法机关和立法决策者的完整过程。民意的充分表达和广泛汇集是立法决策的重要基础和依据。这些年来,中央和地方各级立法机关在保障促进民意表达方面做了大量的工作,民意表达对立法的推动作用正在逐步体现。但同时也要看到,在当前的立法中,民意表达也还存在一些障碍。
