做好施工准备工作,是完成基本建设任务的主要关键。几年来,公路基本建设的经验,一再证明,某些施工单位所以被动忙乱,除了设计工作落后和材料供应不上等客观因素外,主要还是没有认真抓住施工准备这一主要环节。有些单位虽也做了一些准备工作,但多偏重于排列进度,没有充分考虑主观条件并加以妥善安排。在施工过程中,又多没有根据发展的情况,对原来的计划加以调整,结果主观愿望与客观实际互相背离。终使计划不能实现,任务没有完成,造成政治上与经济上的重大损失。
Good preparation for construction work is the key to completing the basic construction tasks. Over the past few years, the experience in road infrastructure construction has repeatedly proved that some construction units were passive and hesitant. In addition to the objective factors of backward design and material supply, the main aspects of construction preparation were not taken seriously. Although some units did some preparatory work, they mostly focused on arranging progress and did not fully consider subjective conditions and properly arranged them. In the process of construction, they did not adjust their original plans according to the development situation. As a result, their subjective wishes departed from each other objectively. Eventually, the plan can not be realized and the task is not completed, resulting in great political and economic losses.
